According to the SPAK report following an objective and comprehensive investigation, at the request of the Special Prosecutor of the First Scales for Corruption and Organised Crime Court, 34 personal security measures, of which 32 border police officers Kukes, with different functions within the Koka Border and Migration Directorate, including the Director of this Directorate.

Of the security measures, prison arrest has been imposed for 17 police officers, prison arrest for 14 citizens and police officers, and 3 police workers have been suspended from office.

The SPAK through a media report would like that since the investigation started in November 2020, which has been documented the illegal activity of state police officers at the Local Directorate for Borders and Migration, Kukes during the time of service at Border Cross Moreen, Kukes.

The investigation has documented 312 episodes of corrupt actions of police employees who favoured different people for the introduction of smuggled goods; persons who trafficked vehicles, other illegal items; helped cross the border with persons with various legal problems for their access and access to EU countries.

The Special Anti-Corruption and Organised Crime Prosecutor, dated 10,11.20, has recorded criminal proceedings No.272, for the conduct of criminal work “passive corruption of persons exercising public office”, envisioned by Article 259 of the Penal Code.

The Special Prosecutor, in co-operation with the Internal Affairs Service and the Anques and the General Directorate of State Police, have conducted pro-active investigations, using special methods of investigation. Also, investigations are conducted in co-ordination and in co-operation with the Special Prosecutor of the Republic of Kosovo.

During the investigation, the illegal activity of state police officers at the Local Directorate for Borders and Migration, Kukes, has been documented during the time of the service at the Morina Border Cross Point, Kukes. Illegal acts consisted of numerous corruptions committed in the ongoing exercise of office by these employees, forcing Albanian and foreign citizens to pay various amounts of money for the transition from Albania to Kosovo and vice versa.

The investigation has documented 312 episodes of corrupt actions of police officers who favoured different people for the introduction of smuggled goods; people who trafficked vehicles, other illegal items; helped cross the border with various persons with legal problems for their access and access to EU countries, in terms of illegal records of access and exit to Albanian territory; and helped other people who had problems with the law, who were not registered in the T system The IMS, since they were not allowed to travel to Kosovo and vice versa.
