The PDK publishes the document: Libun Aliu ministry misused over 9m euros in 42 negotiated contracts

These ties reveal misuse of over 9m euros for 42 contracts negotiated by the Ministry of Infrastructure.

The chief of the Kosovo Democratic Party's Parliamentary Group, Abelard Tahiri, said that from March 22nd 2021, from the first day of the government led by Albin Kurti until April 7th this year, the Ministry of Infrastructure has misused taxpayers' money through the reward procedure under the table.

“The ministry led by Lieburn Aliu and Hysen Durmish, for one year, has signed 42 stem contracts, or 42 negotiated contracts, without competition and their total value totaling over 9m euros. So, just look into the past and this is an unprecedented case. ” he said.

Tahiri said there were no procurement processes in the Ministry of Infrastructure, but tenderoman without tender procedures.

For its part, PDK MP Eliza Hoxha has argued violations of the Public Procubation Law, made by the Ministry of Infrastructure, where 90% of the related contracts have exceeded the contract value, causing state budget damage of 10% of the value of basic contracts.

She stressed that most of these contracts have been signed by Deputy Minister Hysen Durmish until legislation in power envisions this.

“In contracts signed within this year's period of year, the Ministry of Inferstukura has eliminated free competition and has discriminated against economic operators. Another legal violation of these contracts is also the failure to plan procurement activities, as set out in Article 8 of the Law. Because, during the period 22,03,2021, uh, 07.04,2022 negotiated procedure has been used 42 times, means that the management and planning annual about procurement procedures has just been a failure, where most of these contracts are additional jobs or 10 or %s of the basic contracts. The value of contracts while using this procedure in the one-year period amounts to about 9m euros.”, MP Hoxha said.

While Headship member Bernard Nikaj said this is a super-negotiation of Kurti Government, in which the authorities have divided under the table, over 9m euros from citizen taxes.

The recorded violations and abuse of public money in this case constitute pure criminal acts, and on this basis, The PDK will prepare criminal speculation for each of the acts involved.”, Nikaj stressed.
