Maliqi: The odds are high that attacks in the north are designed by Russian agents in the region

Kosovo analyst and connoisseur of political developments in the region, Shkelzen Maliqi, has spoken of recent developments in northern Kosovo and several-day police attacks. Asked whether the recent attacks on police are linked to some kind of revenge of Serbia after Kosovo stopped the referendum and the Serbian elections, Maliqi says the purpose of these attacks may be to tear away Kosovo's north, but adds that such a thing can be said to be done by the highest institutions of power in Belgrade since they fear confrontation with KFOR as NATO structure. Maliqi advises Kosovo to act calmly on provocations and concentrate on improving reports with Western allies.

How you comment on the attacks taking place on the Kosovo Police these last days in the country's north. Do you see them as politically motivated by Belgrade?

Maliqi: There is still uncertainty about the attacks, I have the impression that the information given on the opinion is not complete. But, based on the data we have and the frequency of the attacks, it is clear that they signal the desire of someone from Serbia or even of Russia's adventures that are not under Belgrade's control, threaten and disturb the Balkan region as well, indicating that they can rekindle the frozen conflict between Serbia and Kosovo. I mean that in Serbia, after the elections where President Vuciq, even though he remains in his post, still lost control of parliament and Serbia is deeply divided over its orientation, will it remain dependent on Russia, or line up with Europe and the West. According to me, as threats to Kosovo, attacks on police in the border area are also threats to Vuciqi, because yesterday in pro-Russian demonstrations in Belgrade have been attacked with smoke bombs even President Vuciq's headquarters. Of course, these look like theatre threats, but there are threats, as if it was a very serious threat, even reaching an agent of sophisticated weapons from China to the Serbian Army. The character of these shares is still at the symbolic level -- no victims -- but are terrorist threats and warning of the region's destabilisation, he told Express.

Could it be some kind of revenge of Vuciq's policy that Kosovo did not allow the referendum and the Serbian elections recently?

Maliqi: The Serbian election issue is not a very important episode in the big picture of the processes under way. The purpose of the attacks may really be to want Kosovo's north to secede, but we can't say that they are made from the highest institutions of power in Belgrade, because they fear confrontation with KFOR, which is actually NATO's structure.

Do you see it as an attempt to destabilise Kosovo and do you think it can connect with the events in Ukraine? How should Kosovo react?

Maliqi: The stakes are high that the current attacks on the border area are interconnected and designed by Russia and its installed agents in the region. However, at the moment I do not see the danger of the outbreak of border conflict with Kosovo. Moscow may even like to see Kosovo's north on fire, but official Belgrade seems to be cautious, more concerned with the issue of imposing sanctions on Russia, which cannot avoid than doing Russia's aide by fueling conflict that does not expect effective aid from Russia. Russia does not succeed even in the invasion of Ukraine, it is now focusing the war on the Donba area in eastern Ukraine, where the most concentrated Russian population lives and sʹka helps Serbia from all sides is surrounded by NATO member states.

Kosovo must remain calm, should not react hastily to provocations by focusing on improving deteriorating reports with Western allies.

What will be the impact of such a situation on the dialogue process?

Maliqi: The dialogue has also been almost dead, and thanks to the current government's irresponsability, which has been working backwards in the reform of dialogue, which suits Serbia, because the blame for the failure of the dialogue, which he wished for, could be attributed to Prime Minister Albin Kurti. Serbia is now concerned with continuing policies of approaching Russia and China, but it is also continuing efforts to improve reports with the United States and has succeeded in this, perhaps not to be overestimated, but also to belittled. Mind for our mine government, that it has to turn into policy tracks coordinated with the West, especially now since we are on the verge of a new war.
