Ibrahim laments that Government is co-operating with municipalities: Never met Kurt.

The Kosovo Communists association is complaining about the failure to co-operate central power with the country's municipalities. The chairman of the Saban Ibrahimi Communist Association has said that some projects that were first implemented at the local level have been banned from the central level. Ibrahim adds that these projects would affect the better lives of citizens and enable local economic development.

He also said there are problems with the central level regarding the implementation of collective contracts, as according to him, collective contracts are being implemented by taking financial means to municipalities and are not being implemented with central-level budgets.

“It is the first time that the mayors of Kosovo have not met with Kosovo's prime minister to demonstrate their sorrows, to facilitate the lives of citizens, and we as the Association of the Kosovo municipalities have raised these concerns to the central level, we have asked that we have joint meetings, but so far we have no such meetings, therefore the mayors and the Association of Kosovo municipalities, found that co-operation with the central level has never been weaker. The mayors have concerns about local economic development because according to the mayors of municipalities some projects that were first implemented at the local level and which projects would improve citizen life, local economic development were banned from the central level of”.

“There have been co-operation agreements with various ministries, but these agreements the mayors complain they have not been implemented. There are also problems with the central level regarding the implementation of collective contracts. The collective contracts are being implemented by taking financial means to municipalities and are not being implemented with central-level budgets. This is going to harm investments at the local level because in some cases capital projects cannot be implemented because those financial means are being taken to the municipalities through the finishers”, Ibrahimi said.

He has also expressed concern as they have never had a joint meeting of the mayors of the Republic of Kosovo with Prime Minister Albin Kurti, or even with Finance Minister Hekuran Murati.

The “at the last meeting we had with the council of mayors a few days ago, again the mayors of the municipalities present raised as a concern not to co-operate with the central level despite the numerous demands of the mayors, but also the Association of Kosovo municipalities, so that we could have joint meetings with the central level of the Republic of Kosovo prime minister and the finance minister, these requirements have not been met on consensus, and so far we have not had a joint meeting of Kosovo's mayors mayors of the Republic of Kosovo with Prime Minister Kurti, or Minister Hekurantanti<>

Among other things, Abraham has mentioned the case in which, according to him, a municipality has been closed because of these problems and where they have also raised this concern in the Ministry of Education and the Ministry of Finance, reports EO.

And we've had a municipality that so far has had the account closed because of these problems we've raised both concerns at the Ministry of Education and at the Ministry of Finance. We continue to raise these concerns, but so far I have not come across a common language in order to bypass or solve these troubles”.

In the event of such a central-level approach to the local level, the citizen of the Republic of Kosovo will suffer. Summing up central level co-operation with the local level benefits investments at the local level, and benefits in easing unemployment, which is almost the main goal of the mayors. The mayors of the municipalities have long been showing such concern for a central level of non-co-operation, and we believe that such an approach will change in the future because this change of approach will lead to a measure of the lives of citizens of the Republic of Kosovo”.
