Sanctions on Russia's oil and gas industry were once considered mainly outside the table, as officials in the United States and Europe worried about a global price increase. But pressure had been mounting on Biden to act, including Zelensky and American lawmakers on both sides, as Russia's attack on Ukraine increasingly targets civilians.
Biden admitted in frank comments from the White House that the step will likely lead to higher costs for Americans, a powerful political issue that is already leading to attacks by Republicans.
