According to him, former heads of the KLA War Veterans Organisation, offering media documents have made public names that were part of those files.

“They actually made the names public, they published the names, they left unreaded and protected for journalists, they brought out the names for the whole world to see, and this was not just about saying in their voice, it was about the communication of these names, and some of these names were actually spoken with their mouths and the solution of this fundamental controversy makes the words of the accused turn into threats, their criticism in hostage”, Howling said.

Before the court's specialised Kosovo Chambers at The Hague, prosecutor Howling has said the climate of intimidation for witnesses continues to reign in Kosovo.

There has been discussion in the concluding statement, in particular about the spirit of intimidation, is a spirit that has been present for 15 years, this is a kind of historical relic and where it is the modern climate of witness intimidation in evidence. Look around, this is the situation, this is the feeling, this is the modern climate of fear of witnesses in Kosovo this is what evidence of this issue proves and these accused are people who have shown their desire to further this climate. So they'll be scared, they'll retaliate, they'll make public names”, he said.

He has also spoken of testimony from a SPS employee, Miro Jukiq, who had disputed the defence.

According to the prosecutor, his testimony should be trusted by stressing his statements that a number of witnesses have been intimidated and sought shift from Kosovo.

It's the story that someone says he doesn't feel at all safe and that he can do anything, it's the story of someone who was panicking and who was afraid to go to work, someone who had panic attacks so severe that he had ended up in the hospital and was caused by a tremendous stress due to media-degrading documents, is the story of someone who was very angry, angry, wanting him and his family to move from Kosovo immediately, someone who said he could be killed and couldn't cooperate with ZPS elsewhere with his home. It's the story of someone else who felt that his family was in danger who tried to take the necessary steps to provide for his family because people didn't seem to make the difference between witnesses and spies”, the prosecutor said.

Hysni Gucati and Nasim Haradinaj were arrested on 25 September 2020, since they are also staying in custody at The Hague.

The flow of documents from the Special, which by a still unknown person have been sent to O'O offices VL- The KLA, and publicisation of this event by the leaders of the organisation, is the reason Hysni Gucati and Nasim Haradinaj are being tried.

On them are charges of criminal acts against administration of justice, namely obstructing official persons in performing official duties, fearing witnesses, revenge, and violating the secret of the procedure.
