Skender Hyseni, former Kosovo Foreign Affairs Minister and former Co-ordinator for dialogue with Serbia, in an interview for Periscope says one year of government Kurti is an empty rhetoric year with no results in any field. He says government Kurti is more like the non-governmental organisation.

For dialogue with Serbia, Mr. Hyseni said we're nowhere and we're back at zero point.

PERISCOP: It has been a year since Albin Kurti received his mandate as prime minister. How did you see Prime Minister Kurti's rule this year?

HYSEN: I've seen empty rhetoric, I haven't seen government, I haven't seen results in almost any field. The whole year has been marked by accusations in nearly lynching of past Kosovo governments. A year has passed by portraying Kosovo so far as a crime and corruption country and nothing more, surprisingly, the heads of state have left the forum, the international conference without using it to portray Kosovo as it is not. The truth is that there is crime and ordiner corruption in Kosovo, and I am not the one who determined on what scale, but this is not Kosovo's presumption, it is not Kosovo's special because Kosovo has achieved it for 23 years.W Freedom and 14 years as a state has made remarkable advances in all areas. For a very short period Kosovo from a war-torn country has begun to become a very functional state, with good infrastructure on all plains. So I regret to say that during a year's rule of this government, I have not seen anything in which any government could pride itself.

PERISCOP: Three promises of Mr. Kurti, who wasn't yet accomplished but who you believe could be accomplished within this year?

HYSEN: Mr. Kurt's made a lot of promises, it's not like 3 is maybe even more. And we don't remember any election promise Kurt made and he's kept it up to date. Failures are obvious, especially in foreign policy, failures are evident in dialogue with Serbia, failures are evident in co-ordination and strengthening of partnership with the US and EU, failures are in many areas. Mr. Kurti is brought to the international plain with arrogance there is a rhetoric of the population, which instead of strengthening the country's stability, risks destabilizing even Mr. Kurti with every decision she makes is population and population does not benefit Kosovo. That should be understood and stated clearly. Unfortunately, sir. Kurti is continuing this policy of isolation of Kosovo on the international level, without a genuine opposition which is raising its voice against a policy leading to Kosovo's further isolation. So I also see the behaviour of the opposition in Kosovo as ill, which seems to remain deliberately silent, which is even worse, pending Mr. Kurt and this opposition do not realize that Mr. Kurti translates into mistakes that harm all of Kosovo's people and the country, and not just Kurti. So there's no opposition being in the country without doing anything in calculated expectation that can make a political opponent. It is the opposition to make entirely wrong that Kosovo's people should not be accepted either. Kosovo needs more than ever for a dynamic opposition, which takes the courage to perform clearly what is Kosovo's interest today. Kosovo faces topics like Serbian elections, Serb voting and such topics, meanwhile, without the courage this opposition lets the government carry out its duties with the state's responsibilities by avoiding the rhetoric of populations that could cause destabilisation, I believe controlled, yet when we face a conflict in Ukraine a Russian aggression in Ukraine, and even Russian presence in Serbia, and perhaps even in northern Kosovo. Kosovo today needs at least any statements of population that could provoke destabilizing situations.

PERISCOP: Your comment on Vuciqi's recent statement on Kosovo Serb vote

HYSEN: I have not seen a decision by President Vuciq, and to tell them right I am one of those who preferred to see our jobs because Serbia will continue to do its job against Kosovo and we should not surprise us that Serbia will go against Kosovo on any plan, and we err if they waste all its time mourning what Vuqi said. Serbia will continue to oppose Kosovo, but it has to mobilise us even more so that we can co-ordinate together, with Kosovo partners at the (SHBA-BE) bot, and especially with QUINT members, whose sympathetic suggestions and calls should be carefully analyzed and more cautious answers should be given.

PERISCOP: How have you seen Kosovo and its foreign policy, given that within this year we have no recognition, nor membership in any international organisation?

HYSEN: I have not seen Kosovo foreign policy in the last year. My sympathy is that Kosovo has no foreign policy at all today.

PERISCOP: Which government minister Kurti has failed this mission, and why?

HYSEN: Failure is the collective government Kurti. It's a non-compliance government is a completely unstructed government that has no work plans and long-term action plans. This government just does is the retroactive response in Kosovo and outside Kosovo. She's an observer as if she were a nongovernmental organization that much. I see the government's work as a whole, I don't see the government's work on the parliamentary level.

PERISCOP: Your comment on Kurt's visit to the United States and his excuses?

HYSEN: I will not comment much because it is a matter of agendas that are agreed on in time. Of course, it is a bad signal that Prime Minister Kurti for a year as prime minister has failed to visit Washington. I don't see systematic co-ordination of foreign policies, but domestics with the US.

PERISCOP: How is Kosovo currently standing in dialogue and where are we in this process?

HYSEN: In dialogue we're nowhere, everything's back to zero for misery. It seems that this government has no idea how to approach dialogue and what it should do. In 2020, I remember that dialogue was put on a normal reasonable track, with a clear goal and a clear time frame of what should be achieved with this dialogue. Unfortunately, this government claims that history begins with them, everything comes up with them, so these mistakes are made.

PERISCOP: Your comment on Mr. Kurti He's not protecting us alone. NATO to us, but so are we. NATO

HYSEN: How else can you comment? It's ridiculous. NATO membership, meanwhile, I have called it accelerated and have suggested creating a special tank, with a special task that is strict, aggressive lobbie for accelerating NATO membership. It is no easy task, but the Kosovo Army has spent four years of transformation period. While it is not an easy task, however, I do not see a slightly faster Kosovo membership in NATO impossible facing developments in the world, especially Ukraine.
