For this humanitarian operation to succeed, we propose that it be carried out with the direct participation of the UN High Commissioner for Refugees and the International Committee of the Red Cross”, the ministry said in a statement quoted by the Agence France-Press on Wednesday.
Meanwhile, Ukraine has not commented on this announcement.
Previous attempts to establish a ceasefire in this city have failed amid allegations of distrust on both sides. Russia is also accused of forcibly moving thousands of civilians to Russia or to areas controlled by Russia.
The announcement comes after new satellite photos showed city destruction caused by grants.
Images published by Earth Watch Company Maxar showed that residential areas have become rubble and have highlighted Russian artillery cannons at the city's suburbs
