The IPSC is a major military base that includes a training centre for soldiers, mainly for peacekeeping missions.
According to preliminary data, Russia launched eight missiles near Lviv, the regional government said. Officials are wondering if there are victims.
Numerous explosions were heard shortly before 6am local time near the city, according to a CNN field team.
The centre is located in the Yaviv district, about 30km northwest of Lviv, and is a military training ground.
