SPRTK through a Facebook text has reacted by saying they have identified several violations.
They have mentioned the monitor, the Kusari butterfly, which they believe has reacted through the language of the body and directly influenced the process. The criticism is also for RTK Board Chairman Besnik Boletini, who they say was directly influenced by the Kusari monitors.
In their long response, they also mention the director of FOL, Medjidie Demolli-Niman.
“Why some board members along with the Kusari butterfly have not reacted to the FOL Organisation Director's comment, which during the time of a pause (in Radio Kosovo's object) was thus expressed: “The flight chose the Board, has now left the Director with the selection of”, said in response.
Based on SPRTK's response, it is said that before the final assessment was published by RTK's Borti, its chairman, Besnik Boletini, had indicated that “Now comes the butterfly and tells us what needs to be done”.
The chairman of the Board in my request for clarification (no comment or opinion) is presumptuously addressed, saying: “The Union members have no right to speak”! But, the same, it allows the monitors to influence and advise the Board”, it says.

Monitoring the RTK General Competition Process
By the date 07.02.2022 has been announced the 89922 competition for RTK General Director, in which 18 candidates have applied in all.
At the 2502.22 meeting of the Kosovo Radio Television Board for the opening of envelopes of Applicants for General Directors have been present at the meeting of nine RTK Board members, the representative of the RTK Legal Office, and in the quality of monitors the representatives of RTK trade unions, the EU Office in Kosovo, representatives of BIRN, the FOL Movement, Mrs. Kusari butterfly and Mrs. Osmani-journalist Valds.
In the quality of monitoring, representative of the Independent Radio Union, respectively
Kosovo Television (now SPRTK) during this process I have identified these issues:
· The application's physical indifference during delivery of the app as requested with the announced competition;
R/Determination of deadlines for three extra days to complete documents for applicants, despite the competition set that incomplete apps will not be taken into account;
· Requesting clarification from the Board RTK for the position of Editor, is it managerial and in which regulations or provisions are based;
·the language of the monitoring body and direct intervention under way Mrs. Kusari butterfly?
· The chairman of the Board's approach to me as representative of the SPRTK Union.
In terms of legal definitions regulating RTK's work and scope, the process of appointing RTK General Director No. 04/ L-046 for Kosovo Radio Television in Article 32 paragraph 1 predicts that:
RTK Director-General named the Board RTK's by law and according to certain procedures, preceded by public competition”.
The same goes for Article 19 paragraph 1 on RTK Sattin:
RTK General Director named the Board RTK based on Law and pre-professional procedures with public competition”.
On the other hand, Administrative Guide No. 07/2017 for overhauling public sector competition procedures in Article 5 paragraph 1 under paragraphs 8 and 9 is determined that;
The internal public competition contains:
1.8 “The way the application form is taken and submitted; and
1.9 “applications delivered after the previous deadline are not accepted, while missing applications are refused”.
Of all the above definitions, it is clear that the appointment of the RTK General Director should be made based on the Law, and according to procedures that the public competition you expect, including the way you get it and how the app forms are submitted, what happens to applications handed down after the deadline, as well as with inadequate apps.
In this sense, do not submit the app personally from the appistant/resistant and set the additional deadline for completing the documentation for other candidates conflicts with the above-mentioned definitions. Why, then, should it be worth the long - term rejection rule?
So, the standard of respecting these procedures has been made selectively, in terms of respecting the demand for the deadline for closing the contest, bypassing the other two requirements which are also set by competition:
1. App delivery mode and
2. Rejecting disabled apps.
The aspect of complying with pre-procedural requirements in the public competition has not been divided that one definition is weighing or worth less legally and more. These conditions must be met in a quantum way, so that the selection, respectively, is considered to be under criteria, requirements and procedures in terms of the announced competition.
In the document: The methodology of Determining Job Countries, point 2.0, the guidelines for completing the form at “The setting of jobs”, “/discreet for guidance” are clarified the criteria for distribution of leading jobs.
Also, at no point in the Order for the Systematisation of Jobs in RTK, there is no indication that the editor's position is managerial.
The editor's contractual responsibility is to assess program content. Editors like journalists for their work are valued by the same superior, the responsible editor of the sector they belong to.
Realizing the sensitivity of such a process as well as the need for employment, it is unacceptable to respond through body language and direct influence on the process of Mrs. Kusari butterfly.
The same has denied and confirmed headly during discussions by Board members, despite its presence only in the role of the monitors. Also Mrs. Kusari consulted with the Legal Office representative, with several members of the Board, trying to clarify paragraphs of the Administrative Guide for Public Sector Competition.
Taking into account issues identified during the meeting of 25.02.2022, due to the transparency of this important process, these points are needed to be outlined:
If the contest has determined that incomplete applications are rejected, on what legal basis are three days ' worth of application documents given?
Why did the Board allow the monitoring officer to appear here? Kusari butterfly react to body language respectively to intervene or influence through signs in a process in which it was only in the neutral quality of monitoring?
Why some members of the Board along with the Kusari butterfly have not reacted to the FOL Organization Director's comment, which during the time of a pause (in Radio Kosovo's object) was expressed this way: “The flight chose the Board, now it has left the Director with the selection”!
Such things, not only, should they not take place in such a sensitive process but be condemned by members of the Board themselves.

The above - mentioned irregularities are easy to identify. There are security cameras inside (near the Board's office) and outside the Radio Kosovo facility.
The process of keeping the writing test for the position of Kosovo Radio General Director on 07.03.2022
This process has been monitored by the representative of the RTK Independent Union. Adriana Morina.
The process of writing prosperity has gone smoothly until the time of the evaluation. When members of the Board have begun to assess candidates I have noted that, the three Board members; Mr. Safet Kabashaj, Mr. Ivan Radulovic and Mr. Bekim Sele were sitting together (away from other board members) and assessing the candidates. In the question I directed to translators: “Why aren't you translating for Mr. Ivan Radulovic as usual? Where the same replied: “Z. Safet Kabashaj is translating for”.
As the translator stood in the hall all the time, his appreciation lasted.
After announcing the results and publishing of the points given to the candidates, it has been seen that all three of these aforementioned members had given identical points for each answer to Mr. Ahmetjekaj Shumbin, total 93 points each. I haven't had a chance to react that day, since we haven't been offered a glimpse of the Board members' assessments of each candidate response.
For this monitoring phase, the remarks have been given to BIRN monitors:
“The members of the assessment commission have not made public the scores given to each candidate, but only the total scores of candidates” have been made public.
These remarks and irregularities suggest that they must be addressed to competent organs, which will give the final verdict on the evidence offered. This is also the mission of an Independent Union, to defend at all costs the laborer's right and legitimacy at RTK, and to maintain the integrity of every right thing.
RTK Board meeting 1803.2022
In the meeting of the Board of the 1803.2022 session, the interview of five candidates for the RTK Gene Director has been made.
For interviews were these candidates:
1. Arben Berisha
2. Adriana Kuttlovci
3. Becky Hasani
4. George Filipaj
5. Ahmetjekaj Shkumbin
After interviewing each candidate, Board members made the assessment where reasoning has been followed for each given point.
Candidate scores for the position of Kosovo Radio Television Director General are:
1. Ahmetjekaj Shkumbin 158.7
2. Becky Hasani 155. 6
3. George Filipaj 133.4
4. Arben Berisha slain 131
5. Adriana Kutlovci 90. 1
Three candidates who passed the writing test, Mr. Fadil Hoxha, Mr. Hysen Hundozi and Mr. Gent Durgut has withdrawn from the race, following the publication of identical points on each question given to the three members of the candidate board, Mr. Ahmetjekaj Shumbin.
These candidates had claimed that they could not continue the race against this scandal for which they would continue their battle in competent justice organs.
Before the final assessment was published by the RTK Board, Chairman Besnik Boletini in front of others had “thought aloud” saying: “The butterfly now comes and tells us what to do with”.
The competition process for the position of director General RTK has been monitored all the time by: Independent Union of Kosovo Radio Television and BIRN representatives in contrast with other monitors who have partially monitored it.
The Kosovo Assembly, orally relevant commissions, in order to clarify these irregularities, must seek accountability from the Kosovo Radio Television Board with the aim of implementing legislation, the management of the process and procedure.
The Independent Union of Kosovo Radio Television is willing to offer evidence and contribute in this direction.
