To better respond to recent developments, as a result of the Serbian forces offensive activity and the possibility of more intensively carrying out combat duties for Kosovo's liberation, in the implementation of Order No. 151, 3103.1999, „for the overall mobilization of the Serbian offensive to free Kosovo”.

General mobilisation in Kosovo and abroad for all of Kosovo's people for completing the ranks of the Kosovo Liberation Army, starting on 01.04.1999 and continuing in the process.
Forced to announce to the ranks of the Kosovo Liberation Army, it is the ages of 18-50. Recording notice from 01.04.1999 to 30.04.1999.
All military cadres are announced to take over duties at Kosovo Liberation Army facilities, from April 01th to April 25th 1999. Every new framework, under the ranks of the Kosovo Liberation Army, will receive the corresponding mandate of appointment to operational office by the General Staff of the Kosovo Liberation Army.
The General Staff of the Kosovo Liberation Army, and the commanders of the military units, will take over the extradition of all those forced to rank in the ranks of the Kosovo Liberation Army. Keep accurate and complete evidence.
For the ability of the Kosovo Liberation Army troops and troops, new training centres will also be established, with intensive programmes becoming troop skills before the front line. The exercise will last 1015 days.
For implementing this order when it is unable to implement legal obligation, Military Police act within and outside Kosovo to force the presentation of all ages that imposes the Kosovo Liberation Army General Staff decision.
