Meta decrees law on social security between Kosovo and Albania

President of the Republic, United States. Ilir Meta, has decreed by these laws:

No. 22/2022 “For ratification of the agreement between the Republic of Albania and the European Union for the participation of the Republic of Albania in the Creator Europe programme (2021-2027)”

The worship of the Republic of Albania in the “Creator Programme: creates a new window, enabling the legal subjects of Albanian law, who operate in the field of culture and art, apply and participate in the activities of the European Paradise Programme (2021-27), obtaining financial support, interoperating and exchanging the best practices with other priority actors of this programme's European level.

No. 23/2022 “For ratification of the agreement between the Republic of Albania and the Republic of Kosovo for social security”.

Establishment of pension benefits by Albanians living and working in Kosovo, as well as for Kosovo citizens who come to work in Albania, is delayed. Between Kosovo and Albania, there should be no barrier preventing citizens from both sides of the border, taking advantage of social protection schemes, respecting the principle of equal treatment, with the primary goal of higher well-being and better treatment.

No. 24/2022 “For ratification of the agreement between the Council of Ministers of the Republic of Albania and the government of the Republic of Kosovo for the rules of the local border traffic regime”.

The adoption of this agreement with the Republic of Kosovo is only the first step towards simplifying procedures and easing measures related to the local border and permit regime for this purpose along the border.

To enable the real ease of the circulation of residents of border zones, Albanian authorities need to take without delay measures to bring about regulatory acts in the process of the agreement, avoiding any kind of bureaucracy.
