Directionality is made with only ʹthahmin and can be developed only with long lights. In this situation are the devastating section of roads in Kosovo. Dozens of people find death on the streets of Kosovo due to accidents, while hundreds of others are injured. In March 2021, six contracts signed four years ago have been concluded, dealing with maintenance of signaling on the regional and national roads of the Republic of Kosovo. Two contracts (See tear II and tear IV) covering some 700km of roads, mostly in the Dukagjin areas, have never been signed, and no one has maintained that section for about six years. Today they miss all traffic signs.

In August last year, the new government had opened a new tender for all tears including Kosovo territory. This time the tender is divided into only six parts. All roads have been unreserved since about a year. The Ministry of Infrastructure, which is being managed by Hysen Durmish, has made several violations since this procurement procedure was opened, so five contracts were signed just a few days ago, but things haven't started yet.

Beating like table tennis game

Since the opening of this tender in July 2021, the ministry's procurement has prosecuted illegally, placing technical specifications in the tender file that are not in line with the Public Procurement Law and secondary legislation. There have been complaints that at start-up by companies, the ministry has been forced to correct the tender file, making three times <x0 malpractice of error correction”. Lot V. Group of companies “VIA” & “Eurocos Holding” & “Eurotian”. It's worth 305, 714, 40 euros.

Lot VI. Company “RSM Company” It's worth 330, 883, 80 euros.

After declaring the winners, the group of companies “Malsia Company” & “Travix Va” & “Asphatim” has complained to the ministry regarding tears IV, considering that the ministry's commission has committed violations when recommending the group “Sinjali<x> KPS & “El-Bau” KPS & “Alp Com) KPS.

The ministry has immediately accepted the request for review, forming a commission to see all the company's claims. The Commission has granted the complaining company rights, so considering that the other commission has been in violation when recommending the contract -lot IV group “Signal” & “El-Bau” KPS & “Alp Com. So it's set to cancel that part of the tender and only make it back to re-evaluation.

The commission has come to the conclusion that the group of companies had not met a technical set of specifics, though the same were required by the ministry itself.

The commission after reviewing the bids, it recommended contract (lot IV) namely the complaining companies “Malsia Company” & “Traffix Va” & “Asfalet.

With the ministry's decision, other racing companies disagreed on this part of the tender “Select Prima” KPS, “ITK” and “Signal” These companies considered that the Ministry Commission again prosecuted illegally when it recommended for contracting the group of companies “Malsia Company” & “Trafix Va” & “Asfati”.

As was the first time, even now, the ministry formed the commission for screening evidence. Officials came to the conclusion that even the second commission has prosecuted illegally when it has made the recommendation for contract for highly-marked companies. So this part of the tender was decided to turn into re-evaluation.

After contract re-evaluation was now recommended by several other companies that had competed as a concession: “Via” KPS; “Eurokom Holding” KPS; “European” KPS, worth the 362 083.00 contract.

Again, he became dissatisfied with the ministry's decision. A few days ago, a review request to the ministry was made by the company “TSR” The KPS, which complained about a series of irregularities when companies were recommended for contracting in conzeroum.

For the fourth time, the ministry received the request for reevaluation, and this time it decided to reject it, leaving its last decision to recommend the tear contract IV for consercium “Via” KPS; “Eurokom Holding” KPS; “European” KPS.

The complaining company hasn't stopped that much. On March 10th, against the ministry's decision, he complained to the Procureing Organization. This organ has accepted it. complaint and immediately authorized his own expert to see if the ministry violated the law when it recommended the latest tear companies IV for contract. O expert The RPS is expected to finalise its report these days.

Under the law in effect of Public Procurement, the report should review the OSHP panel of research, which consists of members of the Board. The OSHP has been without a management board for a year. Consequently, the complaint will remain filed there and the ministry will suspend the tender, as it has already suspended this tender procedure until it takes O decision. Periscope has requested a clarification from the ministry whether to wait until the O board is formed The timeline to decide on this complaint, or how it will do to draw lines on the streets of Kosovo falling over this contract. The ministry has not returned the answer.

Security expert: Lack of signification considered high-risk level

Nol Deday, connoisseur of the road safety issue in Kosovo, has spoken about the danger that could present lack of signal signs on the road.

According to him, lack of signaling is a road factor. According to him, the ministry has also officially acknowledged that 38 percent of national and magistrateial signals are missing.

“We consider it a dangerous place even where there is no signal, depending on what message they give us. The lack of road signals we see as the level of high risk, if the technical parameters of the road are also lacking. The potential for more fatality is in two-spane national roads, then regionals come where the frequency of smaller vehicles is, and a responsibility is held by local roads. It must be remembered that the local road is about 5,000 kilometers, and over 2,000km are regional and national roads, while the highway is about 300 km”, Deday told Periscope.

The Ministry of Transport and municipalities for each registered vehicle receive road tax (the ministry 40 euros and municipality 10 euros). In the event of the accident due to road safety, guilt must fall on these two institutions.

University professor Nol Deday further says citizens can file lawsuits against institutions, but only in one case.

For example, the Ministry, or the road maintenance body, must first conduct an expertise, research should be made of elements that have caused the accident. If during the research we find them to be those roads, then certainly there must be an indictment against the watchdog body”, Dedaj said.

As it did not provide statistics on the number of accidents due to lack of signalistics, police have not answered even the question of whether they have ever indicted the ministry for these reasons.
