Sources Periscope Within the ministry led by Libun Aliu, they have indicated that the former director's vaant was named Elbasan Shala, who in the past was the water inspector. The decision was therefore illegal, since as Periscop learned, Shala had the responsibility coeffer three below Halim's, or 7, while he had 10.
Periscop also contacted the Ministry of Environment, Space Planning and Infrastructure, but they refused to declare themselves in question.
The internal regulations of Kosovo institutions envision that the new appointed one should have the same cofficiency, or equivalent, with the outgoing official /sadvantified.
Otherwise, the appointment has been contrary to the 06/ L-13 for Organization and Function of State Administration and Independent Agencies.
Article 19 - Department, paragraph 4 says: The department's director, in case of absence, is replaced by the head of the division appointed to be written by the director himself, or in cases of the head of the division's health inefficiency, the replacement is appointed by department director”.
We remember that on March 3rd, action continued “Brezovica 3”, where 12 locations were raided and seven people were arrested, of them former MMPHI officials and four construction companies' properties. The raids have occurred in Ferizaj, Pristina, Skenderaj and Lipjan./ P ERISCOPI/
