Ukraine's president, Vlodomyr Zelensky, has been notified after a telephone conversation he has held with Turkey's president, Reccep Tayip Erdogan.
Zelensky has hinted that Erdogan has made a decision not to allow the passage of Russian warships into the Black Sea and that he has offered Ukraine military and humanitarian aid.
