But placing these troops against Ukraine would be a sign of an impending conflict, even when peace talks are being held.
Belarus is expected to change its condition that would enable Russia to station nuclear weapons in the Belarusn state.
The Kyiv Independent reports that Belarus's troops may be sent to Ukraine on the morning.
