Tomorrow 23 years from the historical event: Why did the Kosovo delegation not leave for Rambouille on 5 February 1999?

Tomorrow it is 23 years since the Rambouillet Conference began, which is the most important event in Kosovo's new political history that marked the beginning of the statehood process. Members of the Kosovo delegation from the KLA ranks were not sure to go to Pristina Airport, because the Serbian side did not guarantee security for them on the pretext that they did not sit at the table with terrorists.
This prompted other members of the Kosovo delegation, led by Hashim Thaci, who were not from the side of the Kosovo Liberation Army, to refuse to participate.
Rexhep Qosja and Veton Surroi had said that unless KLA members are allowed, neither will the Albanian delegation go to Rambouje.
A French plane has been staying at Pristina Airport for hours that day.
Finally, it took commitment of the international factor for the entire Kosovo delegation to arrive in Rambouillet on 6 February.
