UN High Commissioner for Refugees Philippo Grandi warned “humanitarian consequences on the civilian population would be devastating. There are no winners in the war, but countless lives will be torn apart”.
The refugee agency calls on Ukraine's neighbours to keep their borders open for those leaving, and says it is ready to “give up all efforts to respond to any situation of forced shift”.
Meanwhile, the president of the International Committee of the Red Cross, Peter Maurer, urged those struggling to respect international law and ensure the protection of civilians.
The UN had already issued a record funding appeal in 2022 to alleviate crises in Syria, Yemen, Afghanistan and the Sahel region affected by the drought in Africa. A further major conflict and refugee crisis in the middle of Europe could extend its resources far beyond their borders.
