Speaking to Russian news agency RIA Novosti, Vladimir Tsizov said Russia would “respond” if Russian civilians were threatened anywhere in the world, including the Donbas region in eastern Ukraine. Pro-Russian rebels in eastern Ukraine, backed by Moscow, say the Ukrainian government is preparing an attack on them, while Kiev accuses Russia, which has mobilised more than 100,000 troops near the Ukrainian border for plotting to invade the country.
