Sullivan said it is not clear yet if Russian President Vladimir Putin has given the order for the invasion.
He said he expects US President Joe Biden to call Putin soon to discuss the crisis.
President Joe Biden held a virtual meeting with Canadian Prime Minister Justin Trudeau, Britain's prime minister, Boris Johnson and other world leaders to inform them of the latest developments.
Shortly after the meeting, it was said Russia next week could invade Ukraine.
