While Moscow has announced the withdrawal of a portion of troops from the border with Ukraine, causing the world to breathe more freely, Russia's Foreign Ministry spokeswoman has accused the West of being manipulated with alarm for a possible Russian attack on the former Soviet republic.

This comment is read as part of Russian domestic propaganda to convince citizens that the withdrawal decision was positive for Russia.
Russia had deployed around 130,000 troops near the Ukrainian border, including about 30,000 troops participating in military exercises in Belarus.
