Kosovo Assembly MPs have first adopted the new legislature's regulation, which was supported by all parliamentary groups.

The chairman of the Commission for Legislation simultaneously, LVV deputy Adnan Rrustemi, showed innovations in this draft regulatory.

“Draft-regulated rules challenge procedures for the constitutional hearing in accordance with the Constitutional Court Act of 2014, the chairmanship of the session in the case of refusing the constitutional session, nomining and election of the Speaker of the Assembly defines the way of electing the mayors, proceeding to electing deputy speakers, and the procedure of nominations to elect minority vice-presidents. To avoid procedural delays strengthens the role of the Speaker of the Assembly in issues such as preparing and proposing the agenda, the distribution of bills but in essence does not diminish the competencies of the Assembly's leadership. It forms and rating the current policy of consulting with the heads of parliamentary groups around the agenda, the number and composition of the Assembly commissions, establishing the conference of the mayors as a new body of the Assembly”.

“Sets forth provisions for the removal procedures of the MP's immunity in accordance with the 2011 Constitutional Court Act. With the particular article regulates the organisation of women MPs, other informal groups and friendship groups. Determines MPs' rights and responsibility to offer support to MPs, on the other hand it defines the MP's irresponsability to participate in the voting process at the session and determines the rules when they are missing from the plenary session or meeting of the commissions”.

Although giving him first-read support, PDK parliamentary group chief Abelard Tahiri said several more issues should be considered during the working groups.

He said the disciplinary measures proposed against MPs should not violate the MP's free work.

There are gaps that need to be addressed between two readings. There are some judgments of the Constitutional Court that are not included in regulations. As is the constitution of the Parliament, where the Constitutional Court's act made it clear when the Parliament is constitutionalised, while the new proposal in the regulation conflicts with this, as the assembly does not undergo a binding agreement without the deputy heads of the Parliament. So there are other issues, but they have to be addressed so that the regulation does not conflict with some of the Constitutional Court's decisions. Also in the disciplinary measures of MPs, this section correctly defines the Constitution, should be full compliance, as it cannot be carried out with disciplinary measures that violate MP's free work”.

Supporting the draft regulator also gave the LDK through MP Driton Selmanaj.

We have a pretty well-consolidated document. I said that many problems that have emerged from the functioning process of the assembly claim to have been addressed. Likewise, the Constitutional Court's judgments on many cases related to the Assembly claim we have been able to address. But we will also have the opportunity to address some issues that require further clarification of”.

On the other hand, AAK parliamentary group chief Besnik Tahiri said the Assembly is late in adopting the new regulation, precisely because of today's majority, which was earlier in opposition.

The reason we've had new regulations is that the LVV has not participated in working groups. What we've done as parliamentary groups is that we've actively participated in drafting it”, he said, after supporting the draft rule.
