In a statement issued by the Kremlin, Putin has reportedly told French and German leaders that he plans to sign a decree to recognise Donetz and Luhanksu as independent states.
Unlike Putin himself, he has announced that he has recognised the independence of two regions in question, recognising them as independent states.
