The two Italian cities have said they are solidified with citizens and businesses suffering from high electricity bills.
Cities have declared it insufficient to help the government cope with the collective debt of 550m euros in the annual energy cost of 1.8 billion euros.
Italian authorities have made it known that the price of electricity has risen by 30 percent, pushing cities to save the budget or interrupt public services.
Italian Prime Minister Mario Draghi, during this week, has cited the government's determination to take more measures against high electricity bills.
Amateurs are ahead of record 55 percent, while in the first three months gas use bills were 42 percent more expensive.
