European Union sources have confirmed the meetings by describing as “meetings within dialogue”, because the experience of the past has shown that the parties have often not met at all, but have only had separate meetings with EU special envoy for dialogue Miroslav Lajcak.
However, on February 22nd, there are plans to develop a joint meeting.
The first meeting with Lajcak is expected to take place, Besnik Bislim, Kosovo's deputy prime minister.
Then the same meeting will be held by Serbia's delegation chief Petar Petkov.
In the afternoon hours, a joint meeting of Lajcak's mediation is expected to take place.
According to EU sources, Tuesday's meetings will serve to continue discussions related to the implementation of up-to-date agreements and future steps in normalising reports between Kosovo and Serbia.
Dialogue between Kosovo and Serbia, with EU mediation, started in 2011.
According to diplomatic sources, the topics to be discussed will be the question of the missing, car license plates and the energy issue.
The Serbian side, according to Petkovic's saying in an interview for Serbia's state television, is expected to ask that it be discussed implementing the agreement on establishing the Association of Serb-run municipalities in Kosovo and holding Serbia's elections on Kosovo territory.
Serbia holds early parliamentary and presidential elections on April 3rd.
Kosovo institutions, unlike previous practice, have warned they will not allow their organisation in Kosovo.
The February 22nd meeting takes place after a relatively long time without meetings, except those of experts on the car license issue.
A transitional agreement has been reached on this issue in the fall of last year, but it has been said that a long-term agreement should be reached in a six-month term.
Diplomatic sources in Brussels have warned that Tuesday's meetings will be used to test whether there is enough readiness between the parties even for a high-level meeting between Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq.
Both sides have publicly said they are ready for such a meeting, but the EU has insisted that if it happens, there should be concrete results as well.
Earlier, EU Foreign Affairs and Security spokesperson Peter Stano, questioned about the possibility that soon there will be a high-level meeting under the dialogue, has said that “the development of such a meeting will become known at an appropriate time”.
EU sources say the summit will depend on the meeting at the level of the top negotiators, as well as the approach to positions on some important issues for both sides. / REL
