140 thousand euros from the state budget were transferred to “M-Holding” accounts The S.P.K., a private company close to the Alliance for the Future of Kosovo, last month of 2020.

The company that benefited hundreds of thousands of euros of Kosovo taxpayers is led by Muhamet Spahiu, Ramush Haradinaj adviser and Lorik Mucaj, close friend of the AAK leader's family.
According to the company's census act near the Agency for Registering Business (ARBK), it figures to be founded in 2017. Muchaj owns half the shares of the company. Spahiu, 25 percent more.
The results of the costly 140 thousand-euro report were put into a document on 350 pages, which contains no scientific research. The report is largely based on open sources.
Paparaci has secured the study conducted under the suspicious agreement between the municipality and the private company linked to politics.
Part of the data presented in the report has been collected from public sources near the Kosovo Statistics Agency, while others from already public information at other local and international institutions.
The data has also been released by central institutions, such as the Kosovo Tax Administration.
The report, for which the Power Council paid 140 thousand euros, is titled: “assessment of the Socio/economic Effect of the COVID-19 Pandemia in the Vushtria municipality”. It has been implemented in three stages, reports Paparaci.
In the first phase, a plan has been designed to identify businesses and employees in the Vushtrri Community. Direct support” for the two categories has been proposed at this stage of the project.
In the second phase of the report on the effects of COVID-19 in the small municipality of Vushtrri, the alleged damages caused in the business sector and the employed in the municipality are highlighted.

In the report, two alleged questionnaires have been mentioned as being realised with family economies and businesses. No concrete data on respondents for the questionnaires mentioned results in no report, based on the study document.

Tahiri: “contract M-Holding” positively changed budget structure
Xhafer Tahiri has positively assessed the implementation research and recommendations issued by reports that “M-Holding” Sh.P.K. He offered it to the Vushtrri municipality in exchange for 140 thousand euros.
The former head of the Vushtrri municipality told Paparac that the company's councils changed budget structure from a priority approach “asphatin” to a spirit “development”.

None of the million projects have been initiated by the municipality.
The Vushtrri municipality led a suspicious, negotiated and closed procedure for selecting the winning company in the tender, which was won by people linked to Ramush Haradinaj's former power.
Three companies competed in the procurement procedure.
