Commission Chairman Hykmete Bajrami said some of the findings are for the purchase of books worth 2.1m euros, misclaring spending, paying 32 Serb members without coming to work.

Deputy Prime Minister Dukagjin Pupovci said they have tried to contact them, but only three have responded.
“We have drafted an action plan and at the moment of surrender with 23 finds, nine have been implemented, while others are under way. I admit that there are also weaknesses that are of educational character, because we have six public universities and we heavily burden our financial system. We've proposed that these universities be independent. With regard to 32 employees, we have really had many difficulties. We tried contacting the phone, only three answered. This month we're gonna get our wages to zero in order to get our way. Our ministry has mostly people who have been passed with one of the agreements in the past. Even when we have their answer, we'll have a problem because we can only engage in the north side of”, he said.
Furthermore, Pupovci said these 32 ministry employees have not attended public contests and that the same have only high school education.
Fehmi Zulfiu, head of the finance division, has talked about buying textbooks with 2.1m euros.
“They did not want to declare that the ministry has not paid the funds. The ministry has covered obligations and continued negotiating procedures. As far as the funding code was concerned, there was a price on the ground, there was a lack of information that the ministry has no access to the CEC, there is only treasure access, and that's how overload of 270 thousand euros --” -- he said.
Auditor Qerkin Morina stressed that this report has found mostly in the sense of financial management in terms of ministries.
The situation continues to deteriorate. A year earlier there have been 14 recommendations now increased 22, 5 of them have been repeated. It's a neglect of officials... mistakes when repeated result in greater consequences. The action plan is being analysed, teams have done part of the work 2021, and we're testing the recommendations level to what extent it has been implemented”, he said.
Morina said that there is emptiness in coordinating activities and that the situation is far from good. He therefore asked MS officials to look carefully at recommendations and improve the situation.
