The messages of two emissaries -- Gabriel Escobar and Miroslav Lajcak -- that no one is interested in creating a Serbian Republic “” in Kosovo are seen as giving alternatives to forming association without executive competence.
However, according to the connoisseurs of the dialogue process, this should be done after there is a unification of the entire political spectrum for Kosovo's position to be clear in Brussels.
Arber Fetah from the Group for Juridical and Political Studies says that after the US representative's visit to the Western Balkans Gabriel Escobar and the EU's minister for dialogue Miroslav Lajcak the government must be clearer on the topic of association.
According to him, the executive must either submit proposals for association and side this topic for the final agreement, or completely tear it down in the Assembly.
This is a complicated matter taken into account that it was voted by the Parliament, so signed in Brussels, and its statute is still unclear. In this direction Kosovo must go into dialogue with alternative options to find solutions to avoid this topic and put it to the bottom if mutual recognition comes as the final part of the agreement. Going step by step with agreements facilitating Kosovo-Serbia relations and creating tangible results in the field. But at this moment a kind of platform and option should be created as Kosovo sees this solution. Since only the aprior rejection is not enough for the EU, a final solution should be given to this agreement, rejected, or another modalisation found. But additional consultations with parliamentary parties are needed and a unity and consensus is established so that when Kosovo's position is negotiated in Brussels, it will be clear and crystallised”, Fetta for Kosova Prees says.
New proposals for the Association await dialogue process connoisseur Gazmir Raci, but adds that it should not be moved by the 2013 agreement and the Constitutional decision on the principles of association.
All models (of association) should be discussed at trilateral meetings in Brussels. There the parties can offer solutions and options. But the main thing is the 2013 agreement from which we cannot move and the Constitutional Court's decision on the principles of the Association of 2015. These may be the main orientations, and within them delegations depending on professional preparation can offer solutions and protect the sides' positions at” meetings.
Meanwhile, international relations professor, Dritaro Arifi, requires proactivity and cleverness from the government to get out of association's seat.
We need to be smarter and more proactive to change our gear and not be the party we're not trying to reach a deal... We need to define what our compromise is and what we achieve in exchange for that compromise. This should be the issue and not be persistent and stubborn so that we do not move away. (In addition) status-quo-sw is being observed that Kosovo is isolated and knows who will be the winner at the end of”.
Earlier this week, US representative for the Western Balkans Gabriel Escobar and the EU's emissary for dialogue Miroslav Lajcak remained in Kosovo. The same said no solution would be imposed on Kosovo, which violates territorial integrity, constitutionality and sovereignty.
