Hoti: Why does KECSO require that tariffs enter into force on March 1st, the ZRRE requires implementation of the decision on February 9th?

Even a week after the ZERE announced the public's rise in energy tariffs, the decision has not yet been made public along with its reasonableness. I want to believe that the test on which the decision is based is done in advance, not to be made now to justify the decision.

What has happened for two weeks to raise so much of what is permitted? What is involved in this amount? Why this enormous increase when government subsidies are very genetic? These are issues of public interest. So it should be as soon as the ZERE's decision is published with his reasoning.
