Hoti: Why does KECSO require that tariffs enter into force on March 1st, the ZRRE requires implementation of the decision on February 9th?

Through a Facebook text, it has used “3 abnormalities related to energy tariffs”. Initially, it has mentioned here that the decision has not yet been made public.
Today, however, during the ZERE conference, it was announced that this week the decision taken will be published.

T R I LIBLE ANOMAL WITH TARIFES EFFECTS
Even a week after the ZERE announced the public's rise in energy tariffs, the decision has not yet been made public along with its reasonableness. I want to believe that the test on which the decision is based is done in advance, not to be made now to justify the decision.
K E SCO requires that new tariffs take effect on March 1st, but the ZRRE insists that the decision be implemented by February 9th! That's weird.
In her public consultation report, sir. The RRE argued the need for allowed energy sector companies to increase from 314m euros to 446.7m euros, an increase of 132.7m euros or 42%. In that report, new tariffs were proposed to increase 9%, which, along with the government's subsidisation, would cover the 132.7m-euro gap.
But, in ZERE's announcement, allowed expenditures amounted to 566m euros, an increase of 252m euros or 80%.
There's no reason why such a big change in costs is permitted. The general public has given comments based on the ZRE consultative report. What has happened for two weeks to raise so much of what is permitted? What is involved in this amount? Why this enormous increase when government subsidies are very genetic? These are issues of public interest. So it should be as soon as the ZERE's decision is published with his reasoning.
