Former Prime Minister Avdullah Hoti has commented on the draft pay law in the public sector, which he says constitutes the greatest anomalies in public sector reform.
Through a status on the social Facebook network, Hoti clarified some of these abnormalities.
This approach to determining cofficients violates the basic principle of setting salaries, which is the same salary for the same wage. Other principles of the hierarchy regarding responsibilities are also violated”, Hoti suggests.
Full announcement:
The public sector wage bill, which is being circulated in opinion, appears to constitute the largest abnormality in public sector reform. Following are some of these abnormalities:
1. The ratio between the maximum cofficient to that minimum is 1:10, but the density of the cofficients in sectors does not follow any principle and logic.
2. The ratio between the maximum and minimal cofficient (so maximum and minimum wage) in the given sectors is like the following:
Or the institutions of justice 1:2.8,
Or the police and KSF 1:7.2,
Or in education 1:3.6,
Or health 1:2.8,
Or civil service 1:5.
3. The chief of the minister's cabinet has the 10.8 cofficient, while the director of USKKKUK 10.6.
4. The KSF's D.C. and the C.I.D. have the cofficient 2, which is the lowest cofficient in the entire sector.
5. Positions such as guards, gardeners, household, maintenance, autolashes, tailors and similar positions in the presidency, prime minister and other institutions have the 3.2, which is for 60% higher than for the KSF's police seat and cadet.
6. The gardener, homekeeper, maintenance, autolarity, laundry and similar positions in the presidency have the coefficacy of 3.2, but the same in the prime minister has 3.1, in court 3, at the ministry of 2.94 and in municipality 2.
7. In the field of culture, the lowest cofficiency is 3.6, which is only 12% higher than the Presidential gardener.
8. The chairman of the Independent Media Commission has the biggest cofficiency than the chairman of the KSF Academy of Sciences and Arts and Commander.
9. The head of the Judiciary Council and Chief Chairman of the Prosecutorial Council, who are at the helm of relevant justice institutions, do not have the highest co-operation within those institutions.
This approach to determining cofficients violates the basic principle of setting salaries, which is the same salary for the same salary. Other principles of hierarchy regarding responsibilities are also violated.
