The European Union will decide on sanctions against Russia this afternoon. So stated European Union High Representative Joseph Borrell.

As CNN reports, Borrell said he has called for an informal emergency meeting of European Union foreign ministers this afternoon to discuss the European response to Russian President Vladimir Putin's order.

This, following sending Russian troops to two pro-Moscow separatist regions in eastern Ukraine after recognising their independence Monday.

Of course this response will take the form of sanctions,” Borrell said, adding that “we have to act quickly, and that means this afternoon”.

I wouldn't say this is a full invasion, but Russian troops are on Ukrainian soil,” he added.

Meanwhile, the United Kingdom secretary has declared that Russia has already sent tanks and troops to Ukraine signalling an invasion.

We have seen that he has recognised these breakaway eastern regions in Ukraine and we can already say he was sent with tanks and troops, so I think that from this you can conclude that the invasion of Ukraine has begun,” Secretary Sayid Javed.
