The movement makes it easier to issue weapons but this is being assessed as a way for Russia to send a warning NATO, instead of signaling a goal to use them.
US Ambassador to the United Nations Linda Thomas-Grenfield called the movement “unacceptable” Putin's move.
“This means President Putin is continuing to escalate this war in a way that is completely unacceptable and we must continue to curb his actions in the strongest possible way,” she said.
