According to sources quoting the Express, Slovak has come at the request to postpone elections in northern municipalities scheduled for December 18th, which were announced because Lystra Srpska officials abandoned municipal and central institutions because of the Kurti Government's decision.

“We have a normal situation that is positive and we want to use this situation for normalising reports between Kosovo and Serbia.

I've discussed this issue about the return of Serbs even with Wuciqi and Kurti, we have a serious security vacuum, it's not a good question, it should have come back to that area as soon as possible, and that's what I wanted to hear from both sides.

We are happy to help the parties to return to the normal situation. Regarding the continuation of the dialogue, there will be meetings within weeks. The weather is now, but it won't always be here, so we don't want to overlook this” moment, Lajcak said.

Final agreement in March? Lajcak: I'm not a deadline man.

Mr Lajcak was also asked about an agreement on normalisation of reports between Kosovo and Serbia, has been talked about being long-term for March. But he said, he's not a man of the deadline and we'll see what happens in March.

“As far as deadlines are concerned, I'm not a deadline man, but we'll see in March what happens. What's important now is that both sides -- Kosovo and Serbia -- have agreed to meetings and will discuss all the questions we have”, he said.

As for the Association of Serbian municipalities, Mr. Lajcak reiterated his recognised position, that it is a obligation Kosovo has taken over in the process of dialogue and that this obligation must implement.

“One thing is very clear, that in the process of dialogue both sides have taken over obligations, some of them are implemented and some are not, but it is important that all be implemented, otherwise dialogue would not be successful”, he said.

The European Union has handed in to Kosovo and Serbia the latest version of the latest proposal on the dialogue table, European Union High Representative for Foreign Policy and Security Josep Borrell has confirmed.

At the EU Summit with Western Balkan states in Tirana on Tuesday, Borrell has confirmed that the EU's emissary for Kosovo-Serbia dialogue, Miroslav Lajcak, has handed over the latest <x0verses of the proposal that has been put on table”.

Lajcak has submitted this proposal to Serbia on Monday, and to Kosovo the following day. Lajcak himself has said the proposal is a new version of the “document that he submitted in September”.

The latest proposal that has been discussed in the Kosovo dialogue -- Serbia is the proposal known as “franco-German”, which is said to be the EU proposal, supported by the two states.
