That's the decision on the Pantitch case that surprised Kurt.

Special Prosecutor Africa Shefkiu called for easing the security measure against former police officer Dejan Pantic, and this was approved by the verdict of the presiding judge of the Mentor Bajraktari. He was elected deputy chairman of the Pristina Foundation Court on Tuesday. Both surprised Prime Minister Kurti as a terrorist suspect could [...]
Former Serbian police official Dejan Pantic was arrested on December 10th at the Jarinje border crossing in northern Kosovo. But, Pantic did not suffer detention in prison, he stayed in the north all the time and because of him rose over 10 barricades there. Despite the tension it caused, Pantic today eased his security measure.
In the establishment of the Pristina Constitutional Court, the Pantyqi was replaced with house arrest until January 9th, 2023. With this decision, Kosovo police are ordered to take Pantiqi from Jarinje and take him to his home.
But, the country's Prime Minister Albin Kurti expressed surprise at the court's decision on Pantyqi.
If you have any charges of terrorism sent to house arrest... , I'm very curious to find out who that prosecutor is looking for house arrest who's the judge of the preliminary procedure that's approved by”, Kurt said before reporters.
State prosecutor Africa Shefqiu's proposal for easing the security measure for former police, Pantic, was made with the argument that investigations are under way against the defendants.
Another reference was made to the condition of the Pantics and the need to undergo medical checkups.
This proposal has been approved by the Judge of the preliminary procedure Mentor Bajraktari, being deemed based.
Bajraktari has “estimated that even with the measure of house arrest it will ensure the defendant's presence in the procedure and will not be damaged the successful and regular implementation of criminal procedure. Hence, replacing the measure of detention with the measure of house arrest is reasonable because even with this measure it will be achieved to ensure the defendant's presence in procedure”.
Serbs had set the condition that Pantyq's release for the removal of barricades is not known if leaving him in house arrest meets the appetite for removing barricades.
Prime Minister Albin Kurti at today's Government meeting said criminals are challenging the law in the north and are aiming at destabilising the region and violating Kosovo's territorial integrity, prompted by Serbian President Aleksandar Vuciq.
