Kosovo will be represented at the summit by President Vjosa Osmani.
Serbia's President Aleksandar Vucic has decided to participate in the EU and Western Balkans summit to be held in Tirana and is heading towards the Albanian capital.
Vucic expects to benefit from his stay in Tirana, while adding that if he did not participate, there would be great damage to the country.
