Kevin McCarty, leader of the Republicans in the House of Representatives, celebrated this result, writes the BBC.
But the Democrats will retain control of the upper room, the Senate, while the new congress will convene in January.
Republicans, who had hoped to regain control of both rooms, submitted expectations in the medium-term elections last week.
