Developments in the north, the issue of the license plates, were the main topic of discussion at Prime Minister Albin Kurti's separate meetings of President Aleksandar Vuciq with EU High Representative Josep Borrell, as well as EU Emissar in dialogue Miroslav Lajcak at the Paris Peace Forum during yesterday.
The EU, through a communiqué, has said that Kosovo Serbs should return to Kosovo institutions as soon as possible, as well as Kosovo commit to launching negotiations for establishing association and acting on past Dialogue Agreements for Targat.
Borrell has declared that Kosovo and Serbia should focus on meaningful negotiations aimed at normalising relations between the two sides, which paves the way for their EU membership.
Prime Minister Kurti has also been declared for these meetings.
“I cannot accept association on the basis of ethnic identity”, Kosovo Prime Minister Albin Kurti has reiterated, when asked whether he is willing to accept the formation of the Serb majority municipalities' association.
The first of the Government said it is not against the Association of Municipals, as it said Kosovo currently has one, but that it rejects association on ethnic grounds.
However, he has proposed that his request to represent minority rights, President Vuchic, address it through the Franco-German plan.
There's an opportunity for intercommunal co-operation, but not ethnic-based association. I don't oppose the Association of Municipals. Currently, Kosovo has an association of municipalities, 38 in total. But I cannot accept association on the basis of ethnic identity. Politics on ethnic bases is not possible. So we can create an entity-based association, because this is contrary to our Constitution. That fact is also confirmed by a Constitutional Court decision in December 2016, Prime Minister Kurti said among other things in an interview for Deutsche Welle.
On the other hand, to avoid tensions in the north, and to find solutions to disputes with Serbia, Kurti has stressed that he is ready for meeting with Serbian President Aleksandar Vuciq, but that it depends on EU mediators.
That he will not give up the decision on the plates, Kurt made it clear again, saying rule of law is his duty as prime minister of Kosovo.
