It was said that this report describes the structure of electricity tariffs in Kosovo, as well as tariff processes from 2007 to the present.
Dardan Abazi from INDEP, said Kosovo does not have an organised market and that majority electricity trade is conducted mainly through bilateral contracts between producers and suppliers.
According to you, Kosovo's energy system faces many challenges to supply security and challenges stemming from decarbonisation and energy transition.
Because in Kosovo there is still no organised daily market or within the day, the majority of electricity trade is carried out mainly through bilateral contracts between producers and suppliers. Part of the electricity to meet domestic demand for customer needs has the right to universal service to cover the system's losses, as well as to customers of broken prices, it is imported through bilateral contracts on the free market”.
Kosovo's energy system faces many challenges to supply security and challenges stemming from defueling and energy transition. Thismatic report is based on the theoretical and practical review of key aspects related to the process of revising electricity tariffs in Kosovo”, Abazi said further.
He said the report showed that public awareness of the process of reviewing electricity tariffs is still low in Kosovo.
According to him, it is not normal the Government to communicate with ZRE on the case of setting tariffs because ZRE is an independent institution, EO reports.
“The tariff-set process, we've considered that the ZRE's announcement that does it online and in other channels is insufficient, we've considered that the process of consultation should go one more step further to inform consumers whether it's regionally based, so we think that we should go a step further into forming consumers how much of the documents are often technical and not all can understand”
“ZRREE can hold regular meetings with civil society or other groups that may be interested in getting involved in the public consultations process. We are considering that ZRE's capacity will increase, there will be additional training for staff in terms of calculating which will deliver companies in case of tariffs and should be given consideration to increasing its independence and it is not normal for the Government to communicate with ZRE on the case of setting tariffs, and it is not normal to have harmonisation between itself because ZRE is the independent institution<1>, Abazi said.
