Having already mentioned senior representatives of the EU of America, then the Franco-German proposal as preliminary can now be achieved, Maliqi says. However, the final agreement does not anticipate earlier than 10 years ago.
Xhazen Maliqi in this interview has also spoken of association (Zieednica) and the stubbornness of Prime Minister Kurti has confronted the issue.
On the other hand, he has commented on Albanian Prime Minister Edi Rama's speech to the Council of Europe, as well as a poor assessment of Vetevendosje's current governance.
Total interview:
Periscope: Much is being said about the Franco-German proposal about the Kosovo-Serbia agreement. One thus supports the EU and the US publicly. Do you think we'll soon see something final about the initial agreement?
Thurkizen: Since we now have the statements of these mediators who warn that the agreement is practically ready, it can be expected that, not perhaps within a few months but in a few weeks, Kurt confirmed that there is a document and he said it would not last long for the signing of it, there are signs that things are moving and there are no exceptions to the document being signed, but with a correction that I would say there would be no final document, but an agreement on the final agreement, because the benefits that are provided there, especially for Serbia, are mandated, it is not something that will take advantage immediately, so it will benefit later. The essence of the deal is that the process will last, maybe even 10 years, to say so. So the implementation of the agreement, the preliminary agreement will be signed very quickly and the phases will be set through which it will be passed in the meantime, and the final agreement will probably take place after 10 years, when conditions are created, when the EU will be willing to accept both Serbia and Kosovo as a member. This part is likely to accelerate too, but there are several options that circulate. With the preliminary agreement, Serbia is not conditioned to recognise Kosovo's independence, but it is observed that it will not prevent Kosovo's membership in international organisations. How this is gonna happen, we don't know. Serbia, meanwhile, is also fulfilling some preconditions required by it to impose sanctions on Russia, its policies with EU policies, etc. Serbia, according to certain options being heard, is said to be promising Serbia a slightly faster performance in passing them towards membership in the European Union. But the idea is to use this model of two Germans.
Periscope: What do you think is expected and should happen?
Thurkizen: But this is a signed agreement from earlier governments. The deal, which also stems from the Ahtisaari package, which is the basis of the Kosovo Constitution. So some kind of association must have Kosovo. The Constitution, a proposal date for the structure of Association, has made 23 remarks, does not say that it should not be accepted, but it has given only certain proposals or formulas, allowing the possibility to misinterpret or move towards the creation of an association that will be power in itself. Kosovo has so far had to prepare another proposal that it is another international obligation that should be done with Association, but what and with what competencies, it remains, not open, but it is the Government's obligation to propose another and not allow that autonomy to be within the state. In some areas that were more flexible, given more rights to the Serb minority, but not to be the third level of power, with autonomy and republic within the republic.
Periscope: How do you see the government's approach to association?
Mountie foot: The approach has been a bit neurotic and with a kind of stubbornness that has not understood the essence. For example, many other agreements have earlier been rejected, and now negotiations continue behind them or come to the same conclusions as past governments have come.
Periscope: How did you see Prime Minister Edi Rama's speech in the KiE?
Mountie foot: It has made a gesture belonging to Albania as an independent and full-fledged state in the Council of Europe. He has the right to propos one against the resolution with that scandalous part where KLA leaders were accused of organising organ trafficking. This has been the main motive and the one that has pushed him to approve or propose the creation of the Special. Now since all investigations have found no evidence of organ trafficking, and I think Albania's prime minister has had a full, moral and political right to address this issue to the Council of Europe and to at least clear up Kosovo's liberation war in this respect.
Periscope: How do you evaluate Kurt's rule so far? There's been a lot of talk about self-explosion, taking on crisis bases in the country, pressure on various issues and so on...
Mountie foot: I don't know. But I appreciate it as very slow, uncompetent, it's fearful and without vision. Kurt, both as opposition and 15 years of self-reflected Vetevendosje, but also himself as a very well-known man and as a visionary, but I think he's never been prepared for another job, it's not about selling ideas, but it's the leadership of the state and it's very responsible and it needs to be known how to accomplish things. Now the second year of government is the non-compliance and self-defence market.
