Leaders of 44 European countries, on 6 October, will send a clear signal from Prague for Russia's isolation and will try to establish a new order without it, European Union for Foreign Policy and Security High Representative Josep Borrell said.
“At the meeting, efforts will be made to create a new order without Russia. This does not mean that we want to exclude Russia forever, but this Russia, Putin's Russia, has no place”, Borell told reporters in Prague.
This is the signal we want to send, that unfortunately we cannot build a security order with Russia. Russia is isolated... You have no room, everyone else is here”, Borell stressed.
The prime minister of the Czech Republic, who heads the European Union, Petr Fiala, warned of the first summit of 44 heads of state in Europe all but Russia and Belarus as an opportunity for more informal discussions on security and peace issues, economic and energy crisis, as well as environmental protection goals.

The Czech Republic, as host to the summit, was initially sceptical of the French president's new political initiative. “As skeptical countries like France can offer candidate countries to the European Political Community (KPE) and make it an eternal waiting room for EU entry”, said Euro-Deputet Aleksandar Vondra, former defence minister in the governments of the Democratic Citizens Party.
The European Political Community will not be substitute for the EU enlargement and membership process, primarily for the Western Balkans, has been told by Czech officials on the eve of the summit, for which, regardless of the political spectrum, enlargement for this region is a continuing foreign policy priority.
