Protests are rare in the former Soviet country rich in oil reserves, which are closely controlled by the government.
In Almay, police have fired hand grenades and tear gas at the crowd with thousands of protesters, but it was impossible to stop them from entering the mayor's office.
Social media videos show thundering smoke coming out of the building while car shots are heard.
Major protests have also taken place in other areas, with protesters gathered mainly near government buildings.
