In a Facebook post, Svecla has added that the Constitution clearly stipulates that Kosovo is an independent, sovereign, democratic, unique and inseparable state.
He has stressed that they will not allow Serbia's political purposes to violate the constitutional order and the country's sovereignty.

Dear citizens,
We cannot and will not allow Serbia to exercise sovereignty powers on the territory of Kosovo, because the Constitution of Kosovo has clearly defined that the Republic of Kosovo is an independent, sovereign, democratic, unique and inseparable state. So, the sovereignty of our country and the territorial integrity of the Republic is intrepid and indisposed.
I want to assure all citizens indiscriminately, that we are not against anyone and do not deny anyone's right to choose. But, we will not allow for Serbia's political purposes to violate the constitutional order and the country's sovereignty.
Serbia is continuing the manipulating campaign against Kosovo Serb citizens, and this must end. The Kosovo government has made it clear that Serbian citizens can exercise their right by voting in the mail, in the Liaison Office, or by going to vote at their destination in the Republic of Serbia. The same way has already been defined by other democratic states, where Serbian citizens can vote in embassies such as Austria, Belgium and Luxembourg, Italy, Norway, Russia, France, Croatia, Germany, Switzerland. The same vote is made in neighbouring countries like northern Macedonia and Montenegro.
As Minister of Internal Affairs, I assure you that we will take full care to act with full transparency, in accordance with our democratic standards and Constitution, thus guaranteeing the protection of constitutional order, territorial integrity and providing security for all citizens of our Republic.
It is to welcome the joint position of Kosovo Republic of Kosovo deputies who today endorsed Resolution's rejection of Kosovo's organised and voting places for the referendum of the Republic of Serbia, as well as tasking Government and institutions to take action within competencies, not allowing the sovereignty and constitutional order of the Republic of Kosovo to be violated on the other side, neither the right of citizens with two citizens to vote through the post and Interconnecting Office of Serbia in Kosovo.
In this case, I want to express my thanks and appreciation for the Kosovo Police, Customs and Prosecutors, for professionalising and co-ordination shown last night, in preventing the introduction of the material for the referendum to be held in Serbia.
