And neither can Kurti Government blackmail us. We have our goals and intentions in improving the results in learning, while teachers and school management are our very important partners. Since I myself come from the teaching field in which I have worked for too long, I am well aware of the attention, concern, and will of the teachers to give the best possible. From my first day of work together with the cabinet, ministry officials and government are aiming to work at the maximum to achieve the best possible. No pressure or blackmail will prevent us from reaching our goals”, Nagavci said.
By contrast, the United Trade Union of Education, Science and Culture of Kosovo (SBASHK) has reiterated the warning that if their demands are not heard, in late March, teachers could enter strikes.
In 2019, the Government of Kosovo had submitted to the Parliament's Bill on Salaries, which was approved. The law envisioned the salary of 70 percent of civil servants. By this law, a primary school teacher would raise salaries from 470 euros to 612, while a doctor specialist from 600 to 1,195 euros. Salaries were also seen for police and customs, but not for firefighters.
But, the ombudsman institution had sent this law to the Constitutional Court, as it said, “assessment of its compliance” with the Constitution.
On June 30th 2020, the Constitutional Court has declared the Law to be invalid for salaries in the public sector, as it is incompatible with 11 provisions of the Constitution and causes disorder of the disparity of the judiciary and independent institutions.
Prime Minister Albin Kurti in December last year has declared he is working on the Law of Pays to offer fair and sustainable solutions to the wage system in the public sector.
