Peci says both sides, both Kosovo and Serbia, know the issues for which the agreement should be reached, so even the final act of dialogue is not difficult to reach if there is will on the parties.
The agreement could be reached after the presidential elections in Serbia if there is will on both sides. I think the Kosovo-Serbia agreement does not need more than 2-3 months to be reached, as the issues to be discussed are known, their discussion does not take much longer than that. But the political will of both sides is needed, but also by pressure from the international community that will exercise in relation to Belgrade and Pristina”, Peci said.
Peci tells Kosovo Press that Kosovo's non-recognition by the five European Union countries has given a huge advantage to Serbia in Brussels.
The former Kosovo ambassador to Sweden emphasises that talks to regulate Kosovo-Serbia reports should be forwarded with parallel talks by Washington and Brussels with the five non-recognitional countries in order to recognise the country's independence.
“Here we have a huge defect for our country structurally, because non-recognition by the five EU countries, has given a huge advantage to Serbia in Brussels and in this respect I think that these conversations, which will be held between Kosovo and Serbia, for regulating their reports, should also be conveyed with parallel talks of Washington and Brussels with the five countries of non-recognition, because this is not a dimensional process, but should be negotiations with these states on what condition Kosovo's independence will know and what the outcome of the dialogue must recognise Kosovo's independence,<1> says.
Peci stresses that recognition by the five EU countries is necessary, so Serbia's non-recognition will remain Serbia's only problem, not Kosovo's.
I do not expect Serbia now to recognise Kosovo in an exponential way. However, it is important for us to recognise from the five EU countries, or from four NATO countries, because with their recognition the recognition of Kosovo will become Serbia's and not Kosovo's problem, they will have problems when they want to enter the European Union”, he says.
