The Ministry of Foreign Affairs and Diaspore is seen as a stronger provision of a government, due to the burden of building international image and representing diplomacy through various international events.

However, Government MPJD Kurti, head of Donika Grovall, except that it brought no recognition or application to international organisations despite the Kosovo government's non-responsional of mortorium, prompted even funny moments, the news.net writes.

No mortorium, no recognition

Reaching the faith of five skeptical European union countries on the part of Kosovo diplomacy has been the common denominator of international acts' demands, in order to achieve visa liberalisation for citizens. The scepticism of EU countries stems from fears of the wave of migrants from Kosovo. Representatives of the European Union and the US have repeatedly called on local institutions for active engagement. However, such a call seems to be on deaf ears. Minister Gervalla, when asked which countries she started opening new diplomatic relations, her response was Another “times”!

Government institutions agreed quietly not to continue the mortorium agreement, reached under the Washington Agreement, which envisions non-negotiation for new diplomatic recognitions and non-application in international organisations for Kosovo. However, it has been three months since the end of this agreement, and Kosovo has not yet taken any diplomatic steps towards new recognitions.

Kosovo Prime Minister Albin Kurti has announced that Kosovo will apply for membership in the European Union next year.

“This year in line with internal reforms in realising the prospect for EU membership, we suggest that next year Kosovo will apply for membership in the European Union”, Kurti has declared.

Kosovo currently has potential candidate status in relation to EU membership, and has not yet managed to gain candidate status.

Joyful Humes and Diplomatic Hards

This year, from the account of top diplomat Grovalla and the ministry leading it has missed out on consecutive occasions.

Minister Gervalla writing about the disaster in Tetovo, where after the fire swept over the Covid hospital there, 14 people lost their lives, the account of Northern Macedonia Foreign Minister Bujar Osmani confused, citing a whole other Bujar Osmani.

The account led by MPJD just one day earlier by this gaffe, in a post confused Andorra's flag with that of Moldova, where Andorra's independence day was wished.

However, that is not all. Minister Gervala confused the flag of NATO's North-Atlantic Military Alliance with that of the United Nations organisation. As he announced the meeting with NATO Secretary General Jens Stoltenberg, Gervala posted UN flags.

The Gervala allegations have not been missed even during the local elections. Gervala presented the Mitrovica municipality's Assembly candidates as in the Podujevo municipality.

Ambassador Appointment Delays

Despite the government's promise that soon new ambassadors would be appointed, after the dismissal of 12 of them, their appointment did not occur until the end of this year.

Members of the opposition Foreign Affairs Commission even sharply criticised the delay in appointing ambassadors.

The MP, who is a member of this commission, Ariana Musliu-Sashi from the ranks of the Democratic Party of Kosovo, feared the delay in appointing ambassadors.

“On the Commission for Foreign Affairs and Diaspora has yet to come up with a proposal for the ambassador. Now when the whole world is facing the new wave of pandemic and with numerous problems, the minister sees the most important to fall on the beach and not deal with his country, which in more than 80% of states on August 31st will be left without ambassadors”, she stated.

MPs from the Alliance for the Future of Kosovo, Time Kadriy, part of the Commission for Foreign Affairs, estimated that the government is neglecting the issue of appointment of ambassadors, which, according to her, could harm the state in the international arena.

We on the commission don't have any names yet, and as you already know, the Parliament is already on summer break and we're not going back until the third week of the Minister's Parliament is just on break and this issue is too neglected. If they didn't have names for accreditation, they shouldn't have fired these ambassadors who had deadlines yet to remain ambassadors until they found new ambassadors and not all those countries now were left vacant without ambassadors”, she stated.

Former Kosovo Ambassador to the United States Avni Spahiu praised the whole process as damaging Kosovo's relations with friendly states.

It is a little incomprehensible why all this delay because the returning ambassadors have had a three-month deadline to return to Kosovo, and during this quarter the ministry has had to have a plan and accelerate this process because everything is not up to the ministry alone, but also the host countries, approval by the host countries, but the ministry has been able to speed up this process as much as is delayed is worse”, he stated.

What do you want?

Its foreign policy situation and recommendations have been discussed this month by international news experts.net. University professor Arben Fetosti had said Kosovo's position on the international level has been blocked because of dialogue with Serbia.

So, no matter how many governments would engage in new recognitions and membership in international organisations, I don't think there can be results because of interconnection with dialogue. If we take into account recent developments in the geopolitical and geostrategic context, I think the government should handle the dialogue process and the reports with the United States” with caution and maximum responsibility, he stated.

European Law Professor Avni Mazrek stressed the lack of internal political co-ordination, viewing foreign policy as <x0-natural” for any political party coming to power.

“Foreign policy should not be conceived to a certain governing configuration; foreign policy for Kosovo should be a natural issue and, as such, position and opposition should assume responsibility in the function of advancing Kosovo”, he declared news.net.

Kosovo's sovereignty recognises 117 states. The latest recognition was marked by Israel, reached under the Washington Agreement.

Kosovo aspires to become part of the United Nations, EU, Council of Europe, WHO, U's INTERPOL NESTO.
