The Federal Council is currently considering a new draft regulation for vehicle driving permits in Germany. One of the points is recognition of Albanian and Kosovo patents.
Recognition of Albanian and Kosovo patents for residents living in Germany is expected to become easier soon. The Federal Department of Digital Communications and Transport has asked the Federal Council (Bundsats) to approve some changes in the regulations for vehicle guidance exams, including for converting without additional exams of vehicle permits from Albania, Kosovo, Moldova, Great Britain and Northern Ireland.
What patents are recognized without exams?
According to a draft handed down in late December at the Federal Council, which has Deutsche Welle editorials, the German government proposes recognition of patents from Albania without scientific and practical exams for almost all categories:
A1, A2, A, B, EU, C1, C1E, CE, D1, D1E, D1E, D and DE. Only for patents from Albania belonging to the AM category for converting will a practical exam be required.
Kosovo's leadership permits are forecasting conversion without additional exams in these categories: AM, A1, A2, A, B, EU, C1, C1E, CE, D1, D1E, D and DE.
Savings of at least 1000 Euros for every immigrant
The changes are expected to facilitate the lives of thousands of migrants who have come from Albania and Kosovo to Germany. Under the current rules for resident immigrants in Germany, the license worth expired after six months of stay. A request made three years ago by the embassies of Kosovo and Albania in Berlin that vehicle driving exams be conducted at least temporarily ʹ in Albanian has been refused.
Approval in February?
The draft regulator is expected to be considered on January 26th at the regular session of the Commission for Digital Communications and Transport, sources from the Federal Council told DW. If there are no proposals for changes, the regulation could be adopted as early as February 11th, at the Federal Council plenary session.
The proposed changes are based on Germany's draft bilateral agreements with Albania, respectively, with Kosovo, expected to be ratified shortly after the adoption by the Federal Council.
The issue of recognising patents for resident immigrants in Germany had gone up to the table of former ancellarares Angela Merkel. Almost every meeting with the leaders of the respective countries spoke of patents. Diplomats in Berlin say it was exactly the personal commitment that accelerated the process.
