On Thursday in a televised debate in “Opion”, Albania's former prime minister, Sali Berisha, said United States Ambassador Yuri Kim had designed Albanians with the post that no decision “non grata” has been returned. He cited as an example that this happened according to him in three-four cases of Turkish ministers, designed by the Treasury Department.
State Department spokesman declared for Ask yourself that decisions for declaring <x0non grata” are made only by the State Department and they have no time limits, that is, they do not differ from one administration to another.
“Z. Berisha was determined according to Article 7031ec of the annual Budget Law because of his involvement in considerable corruption in his official quality as Albania's prime minister. Such definitions are not limited in time. In general, when an individual is determined according to the 7031evic section, that individual will not be eligible to obtain a visa to travel to the United States”, the spokesman said.
But what is Article 7031c of the annual Budget Law?
This section defines penalties related to Anti-leptocracy and human rights violations. This section defines the incompatibility of foreign government officials and their close family, for which the State Secretary has reliable, direct or indirect information that they are involved in significant corruption, or serious human rights violations.
For these reasons these persons are determined not to enter the United States, even if they have not applied for visas before. The only exception predicted in Article 7031ec of the Budget Law and which allows the entry of these persons into US territory is only about the importance of law enforcement on these people in US territory, so when these people are wanted by American law, or when the US government is obliged to implement international agreements, as is the case of the obligation it has with the United Nations when these officials must travel to the annual UN Assembly.
But returning to Mr. Berisha's statements of attracting decisions in some cases by the American government, RTSH asked the US State Department again on claims by the former Albanian prime minister, in response to the difference between the decisions of Article 7031ʹc of the Annual Budget Law implemented by the State Department and other decisions related to the Treasury Department.
“Z. Berisha was not defined under the authority of financial sanctions. Sanctions of the US Treasury Department's Foreign Property Control Office (OFAC) rely on various authorities. For an answer regarding them, you can turn to them O The FAC for information about their decisions” said the spokesman.
In the spokesman's statement as early as possible, it turns out that Mr. Berisha refers to the Treasury Department's decisions on the withdrawal of previous decisions, while the decision of his no-grath proclamation was made by the State Department. Apparently, this has also been the difference the US Embassy wanted to make in Tirana when it specified in December last year.
