The Institute for Development Policy (INDEP) has held the media conference, where it has presented the comments INDEP has submitted to the advisory report of the Energy Regulatory Office (ZRRE).
INDEP Investigative Team Dardan Abazi, Director of Research and Programme Manager, as well as Freegjoj, IDEP IDEP Investigative Assistant Researchers presented the analysis of the ZRE's proposal, INDEP recommendation with comments on the new power plant structure and the new prices that INDEP proposes for energy sent to the ZRRE.
The INDEP analysis will be sent as part of comments on public discussion organised by the Energy Regulatory Office.
It is divided into three main parts.
“in the first half we've handled the tariff structure with blocks where we've explained INDEP's consistent position on the need to set a tariff block. In the second part, we have discussed the ZERE proposal, while in the latter part we have presented the model proposed by INDEP. We have eventually presented the key recommendations for the ERE along with both models presented in the sign form to highlight the differences between them”, Abazi said.
“INDEP, given the equality of each power user in Kosovo in the first place, given the state of emergency with energy supply and difficulties caused by the pandemic COVID-19, proposes that the price of electricity be increased by a lower percentage than Z proposed. RRE. Also, INDEP supports the tariff structure with blocks, but proposes that the classification be in three blocks. Pressing ahead on lowering consumption and increasing efficiency measures”, he has said further, while proposing the following measures:
Electricity service tariffs will increase by 5.5% for all consumers, including commercial consumers.
Returning the block-to-lock tariff structure for household consumers, where the split will take place at three levels of electricity consumption, up to 600kWh per month, from 600 to 1,200 kWh per month and over 1,200 kWh per month.
For the consumption rate of up to 600kWh a month of electricity, to apply tariffs of 0.0712 .kWh for energy consumed at the time of the high fee and 0.004 $/kWh for energy consumed on low fee, or 5.5% higher than the current tariffs.
For consumers exceeding the consumption rate of 600kWh per month, the tariffs of 0.1121 kWh apply to energy consumed at the time of high fee and 0.01 .kWh for energy consumed on low fee, or 70% higher than the first bloc's tariffs.
For consumers exceeding the consumption rate of 1,200kWh per month, the tariffs of 0.217 kWh apply to energy consumed at the time of high fee and 0091 .kWh for low energy consumption, or 80% higher than the second bloc's tariffs.
Aazi said the northern issue is closely related to implementation of the Brussels agreement. He has called the fact that part of Kosovo pays energy, and the rest are not.
“cannot be talked about whether it can be expensive or expensive for a part of Kosovo that does not pay electricity. It's a funny discussion, to say that he's grown up for someone who doesn't pay, normal who doesn't have a price raise at all, we consider that it's really disturbing that in a fixed market, some of it doesn't pay for another part, Abazi said.
The “E also violates the constitutional principle of equality before the law, which is the fundamental principle of our constitution, but we hope that with the extent of the authority of Kosovo institutions the issue will be resolved. Even promises such as these will not pay this part, and even the current reality has sounded unrealistic in the solution. I consider that with the extension of the Kosovo institutions and implementation of the Brussels Agreement, it should be as soon as possible to ensure that all pay equally for the energy spent”, he has said.
