“As a friend and partner of Kosovo, the United States expects to co-operate with you to fully implement the agenda of President Biden defined for our relationship, including empowering the rule of law, protecting minority rights, promoting economic growth and ensuring the long-delayed agreement between Kosovo and Serbia, with a focus on mutual recognition”, Secretary Blinken wrote on paper.

Regarding reports between Kosovo and Serbia, Secretary Blinken has said the unresolved nature of relations remains a major obstacle to membership and full integration into European and Euro-Atlantic institutions, which is a common goal of the United States and Kosovo.

“We believe that the EU-mediated dialogue remains the best forum for normalising negotiations between Belgrade and Pristina and that we are closely co-ordinated with our EU partners for this purpose”, wrote Mr. Blinken.

In his letter to Prime Minister Kurti, Secretary Blinken has said that the United States is hoping in your personal leadership for restoring the moment in the dialogue process by supporting your country's preliminary pledges, then promoting transparency, avoiding actions or rhetoric that could increase tensions and engaging in negotiations with the focus, creativity and the required urgency.

I encourage you to pay attention to reaching the agreement on electricity in Kosovo's north and advancing common goals in terms of people found. It is in Kosovo's interest that these issues be resolved and lead to a compromise solution in the short term plan, so that they can serve as the basis for further progress towards comprehensive normalisation”, Mr. Blinken.
