EFFECT IS EXONOMIC AND GEOPOLIIC

Today, energy is not only economic resources, it is geopolitical as well. This clearly needs to be understood to make the right solution to sustainable supply and energy independence. The geopolitical approach in the energy field of the past government has been among the main reasons for the adoption of the MCC gas project, which North Macedonia signed a month ago. The MCC project included gas thermal power plant, accumulate batteries and energy grid investments to reduce losses. Rejecting this project by the current government has been Kosovo's strategic error, with long-term economic and political costs.

It is a fact that the energy crisis in Kosovo is imposed on the outside. But how severe this crisis will be for citizens is largely determined by government actions. The energy crisis was warned at the end of last summer. Some countries reacted immediately with energy purchases, budget planning and the preparation of citizens and businesses for the crisis. Some countries ignored this warning. Kosovo entered earlier among the states that neglected the warning of crisis after no action was taken that was proposed by field experts.

WHAT AFFECT IN AFAT CENTURY?

Energy prices should not be increased under current market pressures. Energy prices should be increased only as a result of a long-term energy investment strategy to reflect investment costs, which should be justified in detail.

In the short term, there are two measures to be taken.

First, energy subsidies must be made. This is the only form to prevent consumer and business price growth. Although the taxpayer indirectly pays the taxpayer, such subvention of energy does not cause market disorders resulting from increased costs of citizen life and the cost of business production. The increase in consumer energy prices affects low-income families disproportionally. The increase in energy prices for businesses alone is fraud, because this is carried to the consumer through higher prices of goods resulting from increased production costs, and furthermore, this makes our businesses' competitiveness worse in the domestic and international markets.

The second, in consultations with field experts and with some eventual changes, should be considered the return of the previous energy tariff system to boost energy savings. Last Z report The RRE clearly shows that increased energy consumption in the last three years is largely attributed to changing energy tariff structure in 2017. With existing tariffs, there seems to be no sufficient incentive for energy savings.

CI LA IS THE AFFECTION?

Over the long term, capacity should be increased and energy independence secured. This is done through four measures, which must go parallel to each other.

First, through MCC project that included: (1) the 200-gas thermal power plant In the morning, (2) power accumulate batteries and (3) investment in the distribution network to reduce losses. These investments can be made relatively quickly, especially battery and net investment. With the refusal approach of any project of the preliminary governments, the gas project with the MCC and other funders was rejected, arguing that costs and benefits should be recalculated, even though the MCC study was prepared for three consecutive years by local and international experts.

Second, investment in the revitalisation of thermal power plants Kosova A and Kosovo B through modern technology that largely meets environmental criteria. Revisiting the Kosovo A thermal power plant should take place until Kosovo B is modernised to produce sufficient and stable energy. The investment in these thermal power plants is very expensive because environmental criteria must be met, as well as foreordained the cost of environmental tax on emissions of CO2. The existing government has also been highly rejective of the Kosova C project, which would be a more suitable alternative than the re-ilitation of existing thermal power plants.

Third, investments in energy capacities should be made in the context of energy supply component access with Albania. Given an interstate agreement, the construction of a hydropower plant from Kosovo on Albania's territory and the availability of coal-fired power plants for Albania's needs are involved.

The fourth, existing energy savings programmes in households should be greatly expanded, which financially rely on several credit lines that have been approved in past governments. More must be invested, but carefully to preserve the environment, in renewable energy sources. Both help only Macedonian in the stable energy supply, but enable the fulfillment of the criteria set by the EU.
